Reform Brunetta:
signed protocol testing system for evaluating individual performance.
Minister for Public Administration and Innovation, Renato Brunetta, Director dell'AGeNaS (National Agency for Regional Services) Fulvio Moira, the President of Formez Flamment Carlo, the President of Fias (Italian Federation of Health and hospital) John Monchiero and Directors-General of 17 local health and hospital today signed a Memorandum of Understanding for the testing of the application of Legislative Decree n.150/2009.
With the start of the trial and the new system of evaluation and promotion of health care provided by the reform, local health authorities and hospitals will be more suitable for the city. The protocol, in fact, will have no legal or economic effects at the time the staff will also help to develop the new system of assessment and incentive not only to individual executives and physicians but also nurses, technical and administrative health care, which for the first time will assess their individual performance, even in relation to the "degree of courtesy, punctuality, presence and availability in response to user needs." For now, the evaluations will result in higher or lower incentives but by 31 August 2010, completed the testing phase (which will last around 7 months), the experience will start a real revolution in a fund, the health sector, which has so far prevailed, the incentive system of a plethora of staff.
Four goals set by the Protocol for the companies participating in the trial:
1) to improve individual performance, using the assessment as an opportunity;
2) to reward individual merit;
3) promoting the professional growth;
4) provide information for better management human resources.
will be up to General Managers of Local Health and Hospitals to identify the complex organizational units and departments covered by the experiment, based on information provided by a Steering Committee whose members are the Minister and the Presidents of Brunetta Fias, and Agenas Formez. Just Formez, will be responsible for training staff, which in turn will preparare i “valutatori” di medici, infermieri, tecnici e amministrativi sanitari. Questi provvederanno ad assegnare gli obiettivi a ciascun dipendente, i cui risultati saranno valutati anche in base alle schede di valutazione allegate al Protocollo.
Per medici e dirigenti i cinque gradi di valutazione, che vanno da insoddisfacente a ottimo, verranno applicati su competenze e comportamenti in merito alla partecipazione e al miglioramento organizzativo, alle capacità tecnico-specialistiche e allo sviluppo professionale nonché alla risoluzione dei problemi, della programmazione, di innovazione, di relazione con i colleghi e - non ultimo - con i pazienti, i loro familiari e le associazioni.
Per infermieri, technical and administrative skills and behaviors will be evaluated instead on the business unit contributed to the programs: autonomy and responsibility, quality of professional contributions, planning and asset management, relationship with colleagues and guidance to users' needs.
The Scientific Committee will be responsible for preparing the results of the trial and to explain why the Steering Committee are shared with the Commission for evaluation, transparency and integrity of public administration established by Article 13 of Brunetta reform.
